Ugggg, as someone who works on sweeper units from time to time I'm not sure you got such a good deal. How many hours on it? Miles don't mean much for something that goes 5 mph all the time.
Maybe his wife is telling him he has to get rid of it so he is "selling" it. Of course he can't get less than what he's put into it with parts and labor. I may or may not have done the same thing to appease the wife.
EPA put a stop to glider kits recently. You might be able to import it but more than likely the VIN will give it away as a non glider kit truck.

You might be able to sneak it in and register it but the emissions stuff is a Federal requirement and if you got caught you very well could have it seized and crushed along with paying fines. It's definitely got a sweet powertrain compared to some of the newer stuff I work on. Like a 2008...
I've actually worked on one truck getting imported into the US from Canada. Had to go change the speedo in the cluster and then do some programming so it could be imported. The Canadian speedo was in KMH with smaller numbers in MPH, the big numbers had to be in MPH for it to be imported.
