I've always used flap discs and been happy with them. Get them from http://www.heleta.com/. Prices destroy Home Depot and other local options, quality is pretty close too.
Ken, the OP already has a JKU, so he wouldn't need to buy one.
But neither vehicle would make a good tow vehicle IMO. I've been in a ZJ towing close to 7k lbs and it was downright frightening.
My guess is whatever their original voltage was. They don't appeared to be modified at all, and were still hooked up to the original wiring harness when I bought the trailer. I yanked them off and wired up 12v LED's as one of the first things I did to the trailer.

So rather than having the ladder attach to the RTT you want it to to attach to the roof? I guess it would really depend on the type of RTT you're using, with my Mombasa the ladder helps support the tent itself.
Make sure to put a little more work into that control arm mount on the axle. It was weakened when it got bent in the first place, and it's now even weaker after bending it back kinda straight. My suggestion would be to weld an all new mount on to the axle. You don't want that mount failing.
