Yeah I agree, but thankfully they pretty much keep to themselves on a couple of frequencies though they do like to interfere with DXpeditions and special event stations and such.

For vehicle to vehicle I would agree that GMRS is probably the way to go. If you need a little more range mobile GMRS is good..... however if you compare the cost of the radio and the license you can get into ham radio for about the same or cheaper, depending on what radio you go with.

There is more than enough metal to act as a ground plane for UHF, signal may be a little wonky if you mounted it to the cross brace as the main metal under the antenna is off to each side rather than in all directions but it should work.

I use APRSdroid on a tablet with a mobilinkd tnc connected to a Yaesu FTM-3100 mobile. Works great. Tracking my Jeep, sending messages to other APRS users, SMS text messages or emails to the wife, through the ISS/Satellite all good stuff.
