Personally at an OHV park I believe it is acceptable but otherwise certainly not.

First drive the flat tyre up on to a suitable block of wood to raise it high enough to get the jack under the axle/spring plate. Under the spring near the axle tube is also a suitable position for jacking.
That 12 tonner is way over kill for a canter, we're not trying to lift the whole vehicle...
A little bit of light grease will hold the springs and the plate in place and together while you try to reinsert it in it's place. But don't shake it while you have it upside down. What clips it together I don't know. One spring is twisted and the plate looks like it is melted on one edge...
I don't do it the way the manual says but it is correct. I do it by feel been doing it for years.
A piece of string wrapped around the wheel studs and pull it with a spring scale. It should start to rotate at 4 -7.7 Lbs pull and if you keep pulling it, the scale should settle at 2.2 +/- 0.7...

Yes, you don't need to remove the drive flange so don't loosen it and yes, I have reused the O-ring before. It seals between the flange and the output shaft, if you were worried about a leak there you could use a little sealant on it. I reuse the nuts all the time no big problem, they are only...

They may be Fuso specific but saying that they look like normal pins with a U-shaped wafer washer (could use springs and washer instead). This I have seen in other brake setups. The pin length would be the biggest concern.

A normal long reach 50mm socket fits it, but I use a 3/4" drive one as the torque required to tension it is really high for a 1/2" drive.
