I would be surprised if you are running on any paved roads with that much of a grade that you would need to go down to 4L. I agree, putting the shift selector in 1 does provide better engine braking. 4L+1 = best engine braking (short of turning the engine off) Paved roads + locked diffs are...

No clue... take a look at the wiring feeding the plug. Assuming the wiring is the same gauge back to the battery, you can probably figure out what the max amp rating on DC would be for that gauge of wire. Perhaps also look at what fuse is feeding it, you won't be able to go past that amp rating.

I picked up a '99 that needed valve seals. It isn't an expensive job if you DIY, but you'll need the right tool to compress the springs. A set of valve seals is under $50 IIRC. The tool you want you can rent from someone on 4x4wire, for like 50 bucks. It will take you a really long time...
