Van, plain and simple an Astro van 4wd will fit your budget and give you the best living on the road setup.
Otherwise I would go for a full size truck and camper.
Actually living in a vehicle on the road requires more space and ease of movement/setup than any "camping" system out there.

I have owned a Troopie before and would again if I had a turbo on it...
Also my wife is from Peru and still has family there, we have thought about registering it there and just leaving the USA once a year.

There is built error to civilian gps otherwise it would be too easy to use it for nefarious purposes.
Now that said in a 4wd you are good with the standard 30ft +/- error the math gives you.
Also know that really all you are getting is a dot...
Having owned a Troopy and camped often with my wife and son the only issue is that with 2 doors the backseat person has to do some climbing to get out each time you stop.
Not a major thing but could be for some people...
Oh and my wife is from Arequipa and we love going back every few years, Hola!

Agree completely on the tent and roof tent comments, Baja is one of the reasons we have a sleep inside setup in my old Burb.

I had a troopy with the 1HZ non turbo and she was a dog in the hills.
Neat rig for 2 people if someone will tackle the import paperwork.
So just in case we can't make our Cuba trip happen next month (passport for son might not arrive in time) we are working on a backup plan that doesn't require passports.
